Accessibility
The Town of Heron Lake wants everyone to be able to use this website, including people who use a screen reader, the keyboard, or zoom. The site is built to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, the standard the U.S. Department of Justice's ADA Title II rule sets for state and local government websites.
What this website does
- Keyboard: every link, button and form works with the keyboard alone, with a clear outline showing where you are. A "Skip to main content" link comes first.
- Screen readers: pages have a clear heading structure, labeled sections and menus, table headers, and link text that says where each link goes.
- Zoom and large text: pages stay readable when zoomed to 400% or with text at 200%, without scrolling sideways.
- Color and contrast: text meets the contrast levels in the guidelines, and nothing depends on color alone (canceled meetings say "Canceled").
- Phones and tablets: the same pages fit any screen, in either direction.
- Agendas and minutes as web pages: typed agendas and minutes are part of the page, which screen readers handle better than PDFs. PDFs are checked when they're posted, and scanned PDFs are flagged so staff can post a readable version.
Getting help
If something on this website doesn't work for you, call the clerk at (715) 555-0161 or email clerk@townofheronlake.wi.gov. Tell us the page and what went wrong, and we'll get you the information another way and fix the page.
How this sample site was checked
Checked October 26, 2026, on every public page, at desktop and phone sizes. It uses the same pages and clerk portal as our Pine Hollow sample, which was checked the same way on every page of the portal:
- Automated check with axe-core 4.10 against WCAG 2.1 A and AA: no problems found.
- Keyboard: every link, button and field reached with the Tab key, each with a focus outline of at least 3:1 contrast.
- Zoom: no sideways scrolling at 320 pixels wide (400% zoom) or with text at 200%.
Automated tools catch only part of WCAG, so a full review also has a person test with a screen reader. The ADA Title II rule's date for towns under 50,000 people is currently April 26, 2028.
